The plan is to push almost one million people living in Gaza City to move south. The army will set up “safe zones” and give help there, but only outside the main area of fighting.
Some military leaders in Israel are worried. One general warned that going into Gaza City could put the security in more danger. Others say the army might not be able to handle such a big operation.
